The runes I can't help you with. It's out of my expertise unless they're ogham and actually obey celtic rules from my world, which I doubt. However, places that used to have strong magic I might be able to help with.
You're going to want to activate them as much as possible though, I'm betting. Get people to interact with them so the colors return enough that the lines are at a more full charge, if that makes sense. At least, that'd be my guess.
